We function as follows:
Step 1
Prospective clients approach us for advice regarding finance and grants
(or other forms of assistance from the government).
We meet our prospective clients on a free and without commitment basis,
where they explain their project, their needs and requirements.
We identify what kind of assistance is required, e.g. finance and/or grants
and then explain in detail how the specific programs
work and what the qualifying requirements are.
We provide our considered opinion as to whether the applicant would succeed
with an application for the identified assistance programs.
Dectra's fee structure, should the client wish to make use of our services
to obtain assistance:
A nominal fee at appointment, a further fee at submission (total of the
above is still less than half of full fee) and the remainder of the fee,
is only levied on approval of application.
We do not do hard sell and provide the prospective client the opportunity
to leave without making a decision there and then.
Step 2
When we are assigned by a client our initial duty is to apply and obtain
approval for the required assistance program.
Step 3
In the case of a grant program, if the application was successful, we
would administer the claiming of the grants. Depending on the specific
grant program, the claiming of the grants usually takes place over a period
of 1 to 6 years.
Dectra provides its services on a full responsibility basis, i.e. we keep
track of what has to be done and when; we complete all forms, answer all
queries and monitor progress of applications and claims at the DTI, at
auditors and even at the clients.
The following example of an actual project demonstrates our role and
function:
TISSUE PAPER PROJECT
The client approached us during 1993 when he decided to start a tissue
paper converting project. We obtained approval of a five year program
of tax free cash grants under the RIDP, a predecessor of SMEDP.
The client started in the back of his father's green grocer store. He
rapidly grew and frequently had to move into larger premises every time
that he expanded the business. Dectra successfully applied for grants
for these expansions under the same RIDP.
The company became the
largest independent paper converter in SA and during 1999 decided to establish
their own paper mill. Dectra
assisted with structuring the business and negotiating with foreign shareholders.
We traveled abroad with them on more than one occasion. We also successfully
applied for financial assistance from IDC as well
as grants under the SMEDP. The paper mill is currently in production.
